If remnants of Party stereotypes still exist at and above the county level, this proves that remnants of subjectivism and sectarianism still exist. This rectification movement is for the entire Party, including cadres of all departments and all levels. By all departments, we mean not only local authorities but also the military. By all levels, we mean not only lower levels, but the primary and foremost targets are the high- and middle-ranking cadres, especially the high-ranking cadres. Once they are properly educated, the progress of lower-level cadres will be swift. Within a base area, the main emphasis should be on educating the two levels of the border region and the prefectural committees, followed by the county level. Once they have the correct orientation, the shortcomings of district and village cadres will be easy to correct.

I mention this point to draw your attention to firmly grasping the leadership of study for high-ranking cadres in all fields—Party, government, military, and civilian—and overcoming the remnants of the three incorrect styles that exist among them. Here in Yan'an, we are also particularly focusing on the study of the high-level group, emphasizing reading and self-reflection.
