According to a telegram from Wang Shiying, Yan Xishan plans to cross the Yellow River to convene an important military conference, and the struggle between the old and new forces in southwestern Shanxi will enter a more serious stage. Our army and the New Army in western Shanxi are both relatively weak in strength. If we fail in the struggle in western Shanxi, it will greatly affect the whole of North China. Please pay attention.
