Telegram in Reply to Chen Yi[1]

All members of the Kuomintang, the National Government, provincial governments, and local gentry who are not actively anti-communist should be treated with a policy of cooperation. It is hoped that the troops and local Party organizations will be notified to implement this.

[1] This is the main content of the telegram in reply to Chen Yi, in which Mao Zedong, Zhu De, and Wang Jiaxiang concurred with the policy proposed by Chen Yi in his telegram concerning the salt administration, telegraph bureau, schools, and so forth.
