Regarding the drought in Northern Shaanxi, the Central Government has allocated funds, while Guanzhong has sent grain supplies. Such acts of benevolence have spread far and wide, bringing joy to all. The Border Region has also suffered from drought; however, we have only been able to provide a modest amount—just a few pecks—to our neighbors, merely fulfilling our duty as good neighbors. We are deeply honored by your words of thanks, yet feel unworthy of them. Therefore, we reply herewith by telegraph, and at the same time offer our best wishes for your continued success and peace.
