In line with the guiding principles of the Anti-Japanese Military and Political University and all other military and political schools and training detachments composed of intellectuals, the following policies should be adopted:  (1) To train young intellectuals into proletarian fighters or sympathizers, and to develop them into cadres of the Eighth Route Army, is indeed a difficult task. We must strive to transform their thinking, paying close attention to the process of leading that transformation. Appropriate methods should be used to organize ideological debates and discussions among the students. In fact, in such institutions there will inevitably be a struggle between bourgeois and proletarian ideas.

(2) All work within the school is aimed at transforming the students’ thinking, with political education forming the central link. The curriculum should not be overly extensive; class education, Party education, and practical work must be greatly strengthened. The Anti-Japanese Military and Political University is not a united-front institution, but rather a cadre school of the Eighth Route Army under the leadership of the Party.

(3) The principles for educating young intellectuals are as follows:

1. Educate them to master Marxism-Leninism and overcome bourgeois and petty-bourgeois ideologies.
2. Instill in them a sense of discipline and organizational awareness, opposing anarchism and liberalism within the organization.
3. Encourage them to commit themselves to working deeply among the masses at the grassroots level, rejecting any contempt for practical experience.
4. Guide them to draw close to the workers and peasants, resolve to serve them, and oppose any condescending attitude toward the working class and peasantry.
