Continue to Run Training Courses[1]

Japanese secret service agencies are now carrying out extensive activities in various parts of North China, beginning to infiltrate the Eighth Route Army units, engaging in bribery and organizing defections. Only by training a large number of counter-espionage cadres and by strengthening and perfecting the leadership of counter-espionage departments at all levels can we counter the enemy’s schemes of sabotage. Therefore, it is decided to continue to run training courses in Yan’an to cultivate higher-level counter-espionage cadres.
