Speech at the Summary Meeting of the Anti-Japanese Military and Political University Inspection Work
(April 8, 1939)

At present, Japan has declared its intention to establish a “New Order in East Asia,” which means creating new international relations in Eastern Asia—namely, establishing Japanese hegemony over East Asia—in place of the old order of open doors. Some people claim that Japan no longer has the strength to launch an offensive against China, but this is incorrect. During the current period of enemy stagnation, the theory of quick victory is once again gaining ground. Certain individuals believe that the war will soon come to an end and that there is no need for prolonged cooperation; consequently, they have been engaging in increased friction with the Communist Party. Such actions are detrimental to achieving final victory in the War of Resistance. It is imperative to recognize that China still finds itself at a disadvantage, that Japan will continue its attacks upon us, and that the War of Resistance will be a protracted one. Prolonged resistance necessitates sustained cooperation. For the vast majority of our nation’s people, the ultimate goal of their all-out resistance lies at the Yalu River. The Anti-Japanese Military and Political University must uphold a firm political line, adopt a hardworking and frugal work style, and employ flexible strategies and tactics.
