To annihilate the enemy, we must conduct two types of warfare: one open and overt, the other covert and clandestine. The covert war comprises both strategic offensives aimed at penetrating the enemy’s very heart and minds, and strategic defenses designed to safeguard ourselves. To defeat the enemy, we need to strike from within as well as without; therefore, these two forms of warfare are equally important. … It is imperative that every member of the security apparatus recognize the significance and the honor of this work, and that each one demonstrate perseverance, holding fast until the victory of the War of Resistance, and ultimately until the final triumph of communism.
