To All Units[1]

(February 19, 1939)

Strict precautions must be taken to prevent Japanese military spies and Kuomintang secret agents from infiltrating our Party and our army. All units are required to screen personnel, purify internal ranks, intensify confidentiality education, and strengthen the work of eliminating traitors.
