To Zhou Zikun, Lai Chuanzhu, and Yuan Guoping[1]

(January 27, 1939)

You should compile the materials on the New Fourth Army's combat experiences, victories, and arduous struggles over the past year and more, and telegraph them to Chongqing and here for publication, and vigorously refute the allegation that the Fourth Army is ineffective in combat.

[1] This is the main content of a telegram from Mao Zedong and Wang Jiaxiang to Zhou Zikun, Lai Chuanzhu, and Yuan Guoping concerning the refutation of the Kuomintang's slander that the New Fourth Army is ineffective in combat. Lai Chuanzhu was then serving as Director of the Staff Office of the New Fourth Army Headquarters.
