(4) The current Sino-Communist relations serve neither our interests nor the revolution in any way. Moreover, since the rupture was initiated by Chiang, it is highly advantageous to us. (5) The crux of the matter lies in the fundamental disagreement—□□□□-□□--□□口□□—and despite repeated rounds of negotiations over the past three months, it remains unresolved. Therefore, at present we are adopting a vigorous offensive stance on the political front, while on the military front we can only maintain a defensive posture for the time being. Nevertheless, we must actively prepare for an offensive so that we may launch a powerful counterattack in four or six months. During this preparatory period, no major military redeployments will be made in the Border Region or northwestern Shanxi, in order to avoid causing unrest. For the time being, Eighth Route Army personnel will also refrain from making anti-Chiang pronouncements.
