Please inform me of your views on the following matters: First, when the Military Headquarters and the Anhui–Nanjing forces are attacked by a certain party, is there any way to break out of the encirclement and avoid heavy losses? Would it be more advantageous to conduct guerrilla warfare to the south, or to move eastward to link up with Chen Yi? Is it now absolutely impossible to cross the Yangtze River and retreat northward? Second, have the Party cadres sufficiently prepared themselves mentally to deal with a possible attack by that party? Third, among the various friendly forces in the Anhui–Nanjing and Jiangnan regions, are there any progressive senior and intermediate officers and units that sympathize with our Party and are committed to resisting Japan? In the event of a sudden crisis, is it possible for them to provide cover for our forces or to act in concert with us? How is my united-front work progressing among the nearby friendly forces? Fourth, what are the intentions of that party within the Third War Zone? What is the attitude of Gu Zhutong and other Central Army leaders? What about Huang Shaohong? And do the local Party organizations under the leadership of the Southeast Bureau have the mental and practical preparations in place to preserve cadres, accumulate strength, and respond to a sudden contingency?
