• To annihilate the enemy, we must conduct two types of warfare: open warfare and covert warfare. Covert warfare encompasses both strategic offensives aimed at penetrating the enemy’s ranks and strategic defenses designed to safeguard our own forces. Defeating the enemy requires a pincer movement from within and without; therefore, both forms of warfare are equally important. It is imperative that every member of the security apparatus fully recognize the significance and honor of this work, and that they demonstrate steadfast perseverance, holding fast until the victory of the War of Resistance and, ultimately, until the final triumph of communism.
