The important intelligence reported on the third has only just been reviewed this morning. Chiang Kai-shek’s entry into the Anglo-American camp would be beneficial rather than harmful, whereas joining the Germany–Italy–Japan bloc would be detrimental. We should no longer emphasize opposition to his alignment with the Anglo-Americans; nor, however, should we actively promote it, since that alliance is an imperialist war coalition. At present, not only the three major forces—the Communist Party, the Chinese people, and the Soviet Union—should unite, but we should also establish diplomatic contacts with Britain and the United States in order to prevent surrender and to counter the activities of the pro-Japanese and pro-German factions. Based on the intelligence received on the third, there remains a possibility of improvement if these four forces can act in concert and coordinate their efforts. To continue the suppression of the Communists would mean the ruin of both the party and the nation; to surrender would inevitably lead to the dismemberment of China by the Japanese aggressors and to Chiang’s collapse. I urge you to seize this opportunity to travel among all sections of the Nationalist Party, appealing earnestly and forcefully, in order to avert disaster. You may also consider, at an appropriate moment, requesting a personal audience with Chiang to present our case directly. In carrying out these efforts, you should mobilize as many personnel as possible, both Party members and non-Party supporters. Particular attention should be paid to activities directed toward Madame Chiang. As for the Guilin region, please inform Ke Nong to proceed in the same manner. O().
