Telegram to Peng Xuefeng[1]

(December 30, 1938)

Liu Shaoqi, Zhu Lizhi, and Guo Shushen[2] have taken the documents of the Sixth Plenary Session, along with cadres, radio stations, etc., and have gone to Zhugou to arrange the work of the Central Plains Bureau. It has been decided to transfer the main force of the 115th Division eastward, planning to distribute it north and south of the Jiaoji Railway, east and west of the Jinpu Railway, and north and south of the Longhai Railway. Zhu and Peng are already making arrangements.
