Speech at a Meeting of the Secretariat of the Central Committee of the Communist Party of China[1]

The methods used by the Kuomintang die-hards to encroach upon the Border Region number more than ten: first, government; second, taxation; third, postal service; fourth, military; fifth, education; sixth, party headquarters; seventh, constriction and “nibbling”; eighth, medical services; ninth, baojia; tenth, industry; eleventh, agricultural loans; twelfth, bandits. Now they are attacking us again, and we must adopt a firm policy to resist them. Toward He Shaonan[2] we should adopt a relatively firm policy, and toward other aspects a relatively moderate policy. Inspection stations must be reestablished.
