The Sixth Plenary Session of the CPC Central Committee foresaw that, following the fall of Guangzhou and Wuhan, the war situation would gradually enter a new phase. Our task, therefore, is to strengthen our forces so as to halt the enemy’s offensive and prepare for our own counteroffensive.

At this juncture, the most fundamental and correct policy for advancing the overall work is to cultivate cadres.

Today, in the vast areas occupied by the enemy, there is no widespread guerrilla activity; millions of people remain unorganized and without leadership to guide them in the War of Resistance Against Japan. In other words, there are still many parts of China where the Communist Party has not yet taken root, where no anti-Japanese armed forces have been established, and where these immense reservoirs of revolutionary energy have yet to be fully tapped and mobilized. All of this work requires capable personnel to carry it out.
