To Zhu De, Peng Dehuai, and Others[1]

Absorbing revolutionary intellectuals and giving them education to become our cadres is truly of great significance. With the fall of Wuhan and the Northwest under threat from the Japanese forces, both funds and grain are in short supply. Consequently, the Central Committee has decided to establish two branch schools of the Anti-Japanese Military and Political University in southeastern Shanxi and the Shanxi-Chahar-Hebei region, sending cadres and students from the main university to the two aforementioned areas. The main Yan'an campus of the Anti-Japanese Military and Political University will be transformed into a school for training relatively senior cadres of the Eighth Route Army.
