(1) Recently, Japanese imperialism has, on the one hand, been massing troops in preparation for a major new offensive against us; on the other hand, it has been hatching a fresh conspiracy to lure us into capitulation. The military situation at the front is critical, while rumors of peace negotiations are rife between Hong Kong and Shanghai. The Japanese aggressors are simultaneously pursuing a dual policy of stick-and-carrot tactics.

(2) Certain imperialist powers also continue to adopt a two-faced policy: on the one hand, they provide us with meager assistance; on the other, they persist in seeking accommodation with Japan and plotting our surrender. A new “Munich in the Far East” conspiracy has already leaked from the New York Stock Exchange to the entire world. The talks between Matsuoka and Grubb were by no means without purpose.

(3) Certain authorities in Chongqing likewise maintain a two-faced stance: on the one hand, they keep up the appearance of resistance; on the other, they have yet to close off all avenues for compromise. They express a willingness to cooperate with the Eighth Route Army in combat, yet at the same time refuse to abandon their anti-Communist policy, withholding supplies from the Eighth Route Army and continuing to spread anti-Communist propaganda. This kind of duplicity renders effective resistance impossible, breeds pessimism, and fosters a chaotic situation. The reports recently disseminated by the Associated Press, the China News Service, and other agencies concerning “peace” in the Far East have not been denied by the relevant Chinese, American, or Japanese authorities. Therefore, the current situation urgently calls for the attention of all our people. The key to overcoming the various potential dangers lies not abroad but at home—in the Nationalist authorities’ resolute abandonment of this two-faced policy, which is detrimental to the unity of the resistance.
