To the Secretariat of the National Political Consultative Assembly:  With regard to the Government’s handling of the New Fourth Army, the Central Committee of our Party has already lodged a solemn protest and put forward the following eleven-point plan for the settlement of the aftermath: (1) Cease all provocations; (2) Revoke the January 17th Order; (3) Punish He Yingqin, Gu Zhutong, and Shangguan Yunxiang—the chief culprits of the Southern Anhui Incident; (4) Restore Ye Ting’s liberty and reinstate him as Commander-in-Chief of the Army; (5) Return all personnel and arms of the New Fourth Army in Southern Anhui; (6) Provide due compensation and condolences to all fallen and wounded soldiers of the New Fourth Army in Southern Anhui; (7) Withdraw the anti-Communist forces from Central China; (8) Demolish the blockade lines in Northwest China; (9) Release all patriotic political prisoners nationwide; (10) Abolish one-party rule and institute democratic governance; (11) Implement the Three Principles of the People and abide by the Testament of the Founding Father; (11) Arrest all leaders of the pro-Japanese faction and bring them to justice. We respectfully request that the Government adopt these measures. Until such action is taken, Zedong and others find it difficult to attend. This letter is hereby transmitted for your kind consideration.
