The outbreak of the imperialist world war is a new stage of the first imperialist war, and it is caused by the attempts of various imperialist countries to extricate themselves from new economic and political crises. The nature of the war, whether for Germany or for Britain, France, and Poland, is an unjust, predatory, imperialist war. Communists throughout the world should resolutely oppose this war and oppose the criminal act of the Social Democratic parties in supporting this war and betraying the proletariat. The socialist Soviet Union still adheres to its policy of peace, strictly observes neutrality toward both warring sides, and has taken the action of sending troops into Poland to consolidate the Soviet-German Non-Aggression Pact, consolidate peace in Eastern Europe, and liberate the fraternal nationalities of western Ukraine and western Byelorussia who were oppressed by the Polish fascist rulers. The Soviet Union has also concluded various treaties with its neighboring countries to prevent possible attacks by international reactionary forces and to strive for the restoration of world peace. China should strictly observe neutrality in the war between Britain, France, and Germany. We must resolutely oppose the political conspiracy that lures China into joining the Anglo-French front, because this is merely a reactionary step in preparation for surrendering to the Japanese bandits and splitting internal unity.

(II) Japan's policy under the new international situation is to concentrate its strength on attacking China and resolving the China question, in order to prepare for expanding its international adventurous actions in the future. Its guiding principle for resolving the China question is to completely subjugate all of China under the general slogan of "establishing a new order in East Asia." (A) In the enemy's rear, it is to secure the occupied territories and prepare for the subjugation of all of China. To achieve this objective, it needs to "mop up" guerrilla warfare, it needs to carry out economic development and establish puppet regimes, and it needs to eliminate our national spirit. (B) In our rear, it is mainly to use political offensives, supplemented by military offensives. The so-called political offensive is to focus on splitting the Anti-Japanese United Front, splitting the Kuomintang-Communist cooperation, and luring China into surrender, rather than focusing on large-scale military offensives. In the present period, the possibility of large-scale strategic offensive actions like the past attack on Wuhan is already not great, due to the blows from China's heroic War of Resistance over the past two years and more, and due to the enemy's insufficient military and financial strength. In this sense, the strategic stalemate stage of the War of Resistance has basically arrived. This strategic stalemate stage is the stage of preparing for the counter-offensive. First, when we say the stalemate situation has basically arrived, we do not deny that the enemy still has certain campaign offensives; for example, the enemy is currently attacking Changsha, and in the future there is still the possibility of attacking certain other areas. Second, as the stalemate deepens, the enemy will intensify its "mopping-up" war against our guerrilla base areas. Third, if China cannot disrupt the enemy's occupied territories and allows it to achieve its objective of securing and managing the occupied territories, and if China's forces cannot repel the enemy's political offensives and cannot persist in the War of Resistance, persist in unity, and persist in preparing for the counter-offensive, then the enemy will have the possibility of launching major offensives. That is to say, the strategic stalemate situation that has arrived can still be destroyed by the enemy and the capitulationists, and the danger of national subjugation still seriously exists.

(III) The danger of capitulation, the danger of splits, and the danger of retrogression within the Anti-Japanese United Front are the greatest dangers in the current situation. The current anti-communist and retrogressive phenomena are steps by the wavering elements of the bourgeoisie in preparation for capitulation. Our task is to, in concert with all patriotic elements throughout the country, mobilize the masses and earnestly implement our Party's general guideline from the "July 7th Manifesto": "Support Chairman Chiang," "Persist in the War of Resistance, oppose capitulation," "Persist in unity, oppose splits," "Persist in progress, oppose retrogression," so as to prepare the forces for the counter-offensive. To achieve this objective, in the enemy's rear, it is necessary to persist in guerrilla warfare, carry out radical political and economic reforms that benefit the broad anti-Japanese masses, consolidate the guerrilla base areas, defeat the enemy's "mopping-up" operations, and disrupt the enemy's occupied territories. On the frontal battlefield, it is necessary to support the military defense and repel any possible campaign offensives by the enemy. In our rear, it is necessary to swiftly and earnestly eliminate capitulationism and friction, carry out political reforms, end the one-party dictatorship, convene a powerful National Assembly that truly represents the will of the people, formulate a constitution, and implement constitutional government. Only in this way can we achieve the goal of consolidating the country and preparing for the counter-offensive. Any wavering or slackening, and any guideline contrary to this, is absolutely wrong. At the same time, the leading organs at all levels of our Party and all comrades should heighten their vigilance regarding the current situation, and exert all their strength to consolidate our Party ideologically, politically, and organizationally, and to consolidate the army and anti-Japanese political power led by the Party, so as to be prepared to deal with possible sudden incidents that endanger the Chinese nation's War of Resistance, and to ensure that the Party and the Chinese nation's War of Resistance do not suffer unexpected losses in possible sudden incidents.
