1. Whoever does not do this betrays the party's policy. This is the two major policies of our party. On the one hand, unite the progressive forces and unite all those who are loyal to resisting Japan. This is one policy. On the other hand, oppose all bad guys who have lost all conscience, oppose those surrender factions, anti-communist factions, and stubborn factions. This is another policy. The purpose of our party's policies is to strive for an improvement in the situation in order to defeat Japan, and this goal can be achieved. Why can the goal of striving for an improvement in the situation in order to defeat Japan be achieved? We have many domestic and international conditions. What are those conditions? The first is the existence of the Communist Party, the Eighth Route Army, and the New Fourth Army. If anyone wants to rebel or surrender, we will be the first to disagree and will definitely fight him to the end. The second is the majority of people in the Kuomintang.

The stubborn faction is all this kind of person. The third is the anti-Japanese progressive elements of all parties and factions in the country. They also oppose surrender and retrogression. The Japanese warlords and capitalists have presented two paths before the Chinese people, and we must choose one of them. These two paths are still impossible to resolve. After the outbreak of the European War, the situation has changed greatly. One important change is the weakening of the position of Britain and France in the Far East, so it is impossible to quickly convene a Far East Munich Conference. This inevitably disappoints some people. Some people were still advocating using the Nine-Power Treaty Conference to solve the China problem in the first half of last year, but after the outbreak of the war, they had to change their tune and advocate that the China problem could only be solved together with the European war. The United States is still sitting on the sidelines, watching the tigers fight, and it still wants Japan to fight with China.

It is impossible to hold a Pacific Conference now. Japan will not come, and the United States is unwilling. Although the United States has abolished the commercial treaty with Japan, it still wants to do business, that is, to supply Japan with war resources so that it can fight. At the same time, it may also provide China with some small things so that China can fight. The plan of the American capitalists, I think, is to prevent surrender and retrogression, because the United States believes that by the second half of this year, or the first half of next year, or next year, Japan's economic power will not be able to support it.
