Problems to Note Regarding Lu Zhonglin[1]

(October 27, 1938)

Regarding Lu Zhonglin, the following points should be noted: We must insist that the Southern Hebei Administrative Chief’s Office cannot be abolished. We must do our utmost to explain to Lu Zhonglin that the current situation is grave—Guangzhou has fallen, Wuhan cannot be held, and the enemy has already begun implementing plans to purge North China. All sides can only rely on the achievements already made and intensify their efforts to sustain this difficult situation; otherwise, there will be nothing but defeat. The Southern Hebei Administrative Chief’s Office and the Southern Hebei Military District should establish close relations with Lu Zhonglin, solicit his opinions, and express that all work beneficial to the War of Resistance will certainly be carried out with full effort.
