Telegram to Zhou Enlai[1]
(October 16, 1938)

In order to directly and effectively coordinate with and support Wuhan—and to impede the enemy's continued advance following the fall of Wuhan—it would be advantageous for a portion of the Eighth Route Army to move into the Eyuwan region for operations. Before Zhu De travels to Wuhan to meet with Chiang Kai-shek, please convey this intention to Chen Cheng[2] and Bai Chongxi, so that Chiang may be made aware of it.
