Telegram to Guo Hongtao[1]

Comrade Guo Hongtao:

The further improvement in relations between the various parties and armies in Shandong and ourselves has already made it possible for us to begin establishing a large anti-Japanese base area east of the Yellow River. We hope that you will, in accordance with our Party’s Ten-Point Program for Resisting Japan and Saving the Nation, the basic principles for work in the war zones behind enemy lines, and the actual conditions in Shandong, consult with Shi Yousan to agree upon a program for jointly establishing an anti-Japanese base area in Shandong. The work in all aspects of establishing the base area may be openly undertaken by Shi Yousan.
