Peng, and also Zhu, Nie, Xu, Song, Yang, and the Hebei-Central and Hebei-Southern Provincial Party Committees:

The outcome of the negotiations between Peng Dehuai, Zhu Rui, and Lu Zhonglin is generally appropriate, but please pay attention to inquiring how the Hebei Provincial Government will be organized, whether the Communist Party or the Eighth Route Army can send representatives to participate in the provincial government. Since the General Mobilization Committee already includes representatives from the Kuomintang guerrilla command, the Communist Party and the Eighth Route Army should also have representatives participating. The Northern Bureau should have one representative participating in the Hebei Provincial Government or the War Committee.
