Principles to Uphold in Negotiations with Lu Zhonglin[1]

The principles for negotiations with Lu are to demand that Lu maintain the status quo in all matters, recognize established facts, refrain from undermining the War of Resistance in North China, and allow military and administrative affairs to proceed according to the established policies.
