Telegram to Responsible Persons of the Chinese Communist Party in Xi’an and Other Places[1]

(July 8, 1938)

The fifth term of the Anti-Japanese Military and Political University must promptly recruit a large number of students, mainly from the six provinces of Henan, Hubei, Shaanxi, Sichuan, Hunan, and Jiangxi, with no limit on the number of places—the more, the better. No distinctions shall be made regarding sex, age, educational background, or class origin; none who come shall be turned away. Those coming from other provinces shall likewise not be turned away.
