Telegram to the Responsible Persons of the 120th Division and Others[1]

At present, is it possible to propose to Fu Zuoyi and other military and political leaders the convening of a conference of the leading officers of all units in northwestern Shanxi and eastern Suiyuan (including guerrilla units) and the leaders of all governments and mass organizations to discuss the operational plan for how to repulse the Japanese army’s offensive and defend northwestern Shanxi, and to raise, as the opportunity presents itself, certain important questions concerning the establishment of base areas? The telegram points out that, provided the circumstances permit, if this conference is successfully convened, it may be possible to resolve many problems and advance the united front.
