Under the principle of not giving rise to misunderstandings and friction with the Kuomintang, in places such as Hebei and Shandong, for those guerrilla units that are under our independent leadership, have already won the support of the broad masses of the people, and are welcomed by neighboring friendly parties and friendly armies, it is appropriate to use the name of the Eighth Route Army.
