To the 120th Division of the Eighth Route Army and the Headquarters,

At present, the Japanese forces in Shanxi have been repelled, and Yan Xishan’s old forces are vigorously attempting to restore their rule, launching fierce attacks against the Eighth Route Army and the emerging anti-Japanese forces in both northwestern and southeastern Shanxi. In order to consolidate the united front, improve our relations with Yan, and continue to develop the anti-Japanese forces, Zhu De, Peng Dehuai, as well as He Long, Xiao Ke, and Guan Xiangying are requested, after gathering more, larger, and increasingly intolerable materials, to publicly send telegrams of protest to the relevant parties with appropriate wording, to print and distribute to all relevant parties the various rumors and telegrams that undermine the Eighth Route Army, and to request Yan to put a stop to such acts of sabotage.
