Speech to Cadres of the Anti-Japanese Military and Political University[1]

Without the Communist Party, it is impossible to defeat Japan; without cadres, it is also impossible. We hope that the Anti-Japanese Military and Political University will run one term every four months, with three thousand people per term, and together with the Northern Shaanxi Public School and the Party School, train thirty thousand people each year. In the future, the Anti-Japanese Military and Political University must offer courses on strategy, teaching the strategy of the overall situation and large formations. Only those who understand the overall situation can handle small issues reasonably and appropriately. Even a platoon leader should have a picture of the whole situation; only then can there be great development.
