In North China, the propaganda work aimed at disintegrating the enemy forces is extremely inadequate. In many areas, not a single slogan or watchword directed at the enemy troops can be seen. In order to politically disintegrate the enemy forces, educate the masses, and influence friendly armies, all units, local Party branches, and mass organizations should, using the three languages of Chinese, Mongolian, and Japanese, write in large quantities slogans, watchwords, and materials for propaganda directed at the Japanese troops and the puppet Mongolian troops.
