Directive on the Question of the Policy for Guerrilla Warfare in Shanxi[1]

(A) The policy of persisting in guerrilla warfare in Shanxi is a policy already set by the Central Committee, and no one should waver with regard to this policy. (B) Resolutely implementing this policy must in no way restrict the appropriate use and appropriate shifting of the main forces of the Red Army; these two matters must not be confused. (C) The use of the main forces of the Red Army shall be determined by the future development of the nationwide War of Resistance, not by the situation in Shanxi Province alone. You must not look only at the partial situation, but must also see the whole country. (D) It is necessary to take timely precautions lest, when the main forces of the Red Army need to shift, comrades lose their self-confidence in persisting in guerrilla warfare in Shanxi. (E) Organizational matters shall be decided after Enlai, Hufu, and Dehuai come for a meeting.
