On the Policy for the National Salvation Movement After the Fall of Shanghai[1]

Bo, Pan, Liu:

A. After the loss of Shanghai, the national salvation movement in Shanghai will inevitably become more difficult. Open national salvation organizations should prepare to shift into a secret state when necessary. The Party’s secret work should also be rearranged. Strictly guard against sudden enemy attacks.

B. After the loss of Shanghai, the center of the national salvation movement will shift to Wuhan. Therefore, Party and non-Party cadres should also be redistributed. Some should go to Wuhan, some to the war zones, and some, where the environment is relatively better, should remain. There must be necessary changes in the methods of work.

C. The matter of Comrade Hannian and the location of the provincial committee will be decided after Zhou and Bo arrive here. Comrade Hannian should go completely underground.
