In enemy-occupied areas and regions immediately adjacent to the enemy, it is imperative to implement the policy of confiscating the land of large landlords, for the majority of such landlords are collaborators with the enemy. Without confiscating their land, it will be impossible to rapidly mobilize the masses; moreover, without this measure, it will be difficult to secure supplies for the Eighth Route Army. Please issue a circular instructing all units to carry out this policy.
