To Zhang Yunyi on the Issue of United Front Work in Guangxi

Yunyi:

(A) The Chinese Communist Party supports all governments determined to resist Japan, a fact already well known to the entire nation. It is only natural that the Guangxi Party supports the Guangxi authorities' stance on resisting Japan.

(B) The current friction between the Chinese Communist Party and the Nanjing government as well as local governments is not because the Chinese Communist Party does not support the anti-Japan stance of Nanjing and local governments, but because the government authorities refuse to accept the proposals put forward by the Chinese Communist Party for securing the final victory in the War of Resistance, particularly regarding the realization of democratic rights and the reform of political institutions.

(C) If the local Party in Guangxi wishes to issue a declaration, on the one hand it should express our support for the Guangxi authorities' stance on resisting Japan, but at the same time, based on the Party's Ten-Point Program and the specific conditions in Guangxi, it should put forward the Party's concrete program for what Guangxi should implement in the struggle for victory in the War of Resistance, so as to mobilize the masses and all Party comrades.

Based on your observations, what do you think the Guangxi authorities should do today in the struggle for the final victory in the War of Resistance? Please provide your specific opinions and inform us, so that they may be used in drafting a declaration for the Guangxi Party in the future.

(D) Have the Guangxi authorities now permitted the Communist Party to conduct open activities and released political prisoners? If not, please negotiate with them immediately to secure these prerequisites.

(E) The Guangxi Party may cooperate with the Guangxi authorities, but cooperation must be based on a concrete program that is jointly observed. Have you discussed such a program with the Guangxi authorities? Please inform us.
