Telegram to Zhu De and Peng Dehuai[1]

(September 26, 1937)

Celebrate our army’s first victory.

The plan to launch assaults toward the Hengshan mountain range and in the three directions east, west, and north of it, and to develop guerrilla warfare on the enemy’s flanks, temporarily lacks the conditions for execution. It can only be carried out when the enemy has penetrated more deeply and its rear is more exposed.
