Regarding Our Army’s Adherence to the Policy of Using Guerrilla Warfare
to Coordinate with Friendly Forces in Combat

Comrade Lin Biao, and inform Zhu, Ren, He, Guan, Nie, Xuefeng[1]:
(A) According to Peng Xuefeng, a certain army of the Japanese bandits is advancing from Tianzhen toward Guangling, and the Kwantung Army is rapidly advancing from Yu County. Yan of Shanxi intends to concentrate fourteen regiments for a decisive battle with the enemy and hopes our 115th Division will participate in the fighting, etc.
(B) Our army should adhere to the established policy of using guerrilla warfare to coordinate with friendly forces in combat. This policy was decided upon in Nanjing with Jiang and He, and Zhou and Peng further decided it in person with Yan in Shanxi. Fundamentally, this policy should not be shaken.
(C) Please telegraph immediately your report on the current situation and your opinions on how to coordinate with friendly forces in combat, and continue to telegraph reports thereafter.
(D) Where is the 115th Division now?
