To Pan Hannian[1]

The Kuomintang is imposing all kinds of restrictions on the Red Army, providing only 500,000 yuan per month in military pay, not one million yuan, with no replenishment of guns or artillery, only replenishment of clothing and a small amount of ammunition. The issuance of the manifesto is being delayed. They want Ding Weifen to serve as the director of the Shaanxi-Gansu-Ningxia Border Region and intend to send a deputy director of the Political Department and a chief of staff to the Red Army. We uphold our principles and wage a struggle against them.
