Zhu and Zhou have returned from their trip to Nanjing. The Red Army has been reorganized into the Eighth Route Army, with Zhu as General Commander and Peng as Deputy Commander. The nationwide war of resistance has already begun. Our advance troops set out on the 19th; the rest will depart once the cooperation manifesto is published. Cadres must be recruited locally; for the time being, there are no suitable personnel to dispatch. The Hui nationality may form an ethnic-based association, which could be named the Hui Anti-Japanese National Salvation Association or the like. Instruct me not to return to Shaanxi.
