The Red Army could have been dispatched swiftly, but because the Nanjing side has raised many difficulties and obstructions regarding issues such as the manifesto, the program, the command headquarters, and the chief of staff, the date of dispatch can only be determined after Zhu De and Zhou Enlai conclude their current negotiations in Nanjing. This point may be explained to Yan Xishan.
