(A) Enlai has arrived in Shanghai and will return to Shaanxi in a few days. The matter has not yet been settled; the reorganization issue will be decided after Zhou returns. (B) The North China matter has been compromised, and for the time being fighting will not break out. The Party has already issued a declaration opposing the compromise; it is advisable for the Red Army not to issue a telegram for now, and to wait until after Zhou returns to discuss it further.
