To the Party Responsible Comrades in Shanghai, Taiyuan, Guangxi, and Xi’an[1]

Please, on the basis of the Party’s declaration and the Red Army’s open telegram, consult with the local government, the Kuomintang Party headquarters, and leaders of all circles, and swiftly form a unified front toward the outside in order to cope with the great incident.
