Telegram to Peng Dehuai and Others Concerning the Reception of Students from Various Places Visiting the Soviet Area During the Summer Vacation[1]

A temporary reception office should be set up by the former General Political Department. Those students who are resolute in their desire to enter should be introduced via Xi’an to visit areas such as Yunyang and Chunhua. Designated personnel should be assigned to talk with them and discuss various issues, and publications and documents should be provided for their reading. Those who wish to stay for short-term training may be given one or two weeks of training. After the visit, if transportation is available, the best among them may be selected for a trip to Yan’an, while the rest should depart directly.
