To Ye Jianying[1]

With regard to the captured personnel newly arrived in Lanzhou, in addition to expressing sympathy, we should explain everything to them. It would be best to send someone to accompany them to Xi’an, so as to avoid their being scattered or lost en route. Ask He Zhuguo to send a telegram to He Yaozu[2], requesting that all personnel taken in at Lanzhou be sent to Xi’an for disposition, and that under no circumstances should they be scattered or lost en route.
