Two Aspects That Need to Be Addressed
When Meeting with Chiang Kaishek

We think that when you meet with Chiang this time there are two aspects of the
issues that should be discussed: the first concerns the guiding principles regarding matters such as the soviet areas, the Red Army, Communist prisoners, Party
organs, funds, defense sectors, and so on; the second concerns foreign relations
with Japan, Britain, and the Soviet Union, military and economic aspects of
national defense, and questions such as the National Assembly, the people's
freedom, and political prisoners. Please notify us by telegram of your ideas on
how to present the two aspects mentioned above. We will send you a telegram
before the 27th; please be prepared to fly to Shanghai on the 28th.
