We feel that in this meeting with Chiang, it is necessary to discuss issues on two fronts: the first front, concerning matters such as the program, the Soviet area, the Red Army, communist offenders, the party newspaper, funding, and defense zones; the second front, concerning matters such as diplomacy toward Japan, Britain, and the Soviet Union, national defense and military affairs, national defense economy, as well as the National Assembly, people’s freedoms, and political prisoners. Please telegraph your opinions on how to raise the issues on these two fronts. We will send you a telegram before the 27th. Therefore, please prepare to fly to Shanghai on the 28th.
