Steps for Resolving the Issue of Relations Between the Two Parties, the Kuomintang and the Communist Party[1]

1. Establish a common programme.
2. Issue a joint declaration.
3. Announce the special district government and the chief officers at and above the level of the four division commanders.
4. We carry out the reorganization of the army, and Nanjing carries out the release of political prisoners.
5. At present, to dispel the misgivings of Gu, Zhang, and others, a statement may be issued by Zhou.
