Reply to Zhou Xiaozhou’s Telegram [1]
(April 22, 1937)

(A) The conversation emphasized that the democratic reform of the political system and the rights and freedoms of the people are of paramount importance and urgency. Without democracy and freedom, it is impossible to consolidate domestic peace, strengthen national unity, and achieve armed resistance against Japan.
(B) The electoral law and organizational law for the National Assembly must be thoroughly revised in accordance with democratic principles. We firmly oppose the previously promulgated electoral and organizational laws.
(C) We fundamentally oppose the trial of the six patriotic leaders in Suzhou and advocate for their immediate release.
(D) Inquire whether Zhang Jiluan [3] would be willing to visit Yan’an. If he agrees, I express my welcome.
